Priority Processing for Vulnerable Groups

IRAP seeks priority processing categories for vulnerable groups, such as LGBT Iraqis and Iraqi women who are victims of forced sexual trafficking.

The Refugee Crisis in Iraq Act gave the Secretary of State the total discretion to designate groups of particularly vulnerable Iraqis who would receive direct access to the US Refugee Admissions Program (USRAP), as opposed to waiting to be referred by UN High Commission on Refugees (UNHCR). Having direct access to USRAP eliminates years from the total processing time. It also means that Iraqis who are in danger need only to make themselves known to one US government agency, rather than contacting numerous individuals and units of UNHCR, whose files are not totally secure.

IRAP has already had one client, a trafficking victim, disappear completely while she waited for UNHCR to refer her case for resettlement. LGBT Iraqis have been asked explicit and inappropriate questions during registration interviews. IRAP urges the Secretary of State to designate LGBT Iraqis and Iraqi trafficking victims as having priority status to allow them immediate and direct access to resettlement systems.
