Julia Neusner

Julia Neusner is a Climate Research & Operations Specialist with the Climate Department at IRAP, where she leads legal and advocacy initiatives to expand protections for climate-affected migrants and displaced people. Previously, she served as a Research and Policy Attorney with Human Rights First, focusing on asylum access and border rights.

Julia holds a J.D. and a M.A. in International Policy from Stanford University, where she founded the Refugee Rights Network, an interdisciplinary research organization, and established a pro bono program for law students to provide legal services to asylum seekers at the U.S.-Mexico border.

Before law school, Julia taught middle and high school special education in New York City public schools. She also earned a Master of Science in Education from Long Island University Brooklyn and a BA in Comparative Literature from New York University. Julia speaks Spanish. 

Julia is admitted to the New York State Bar.
