The International Refugee Assistance Project (IRAP) works through a robust network of staff, pro bono attorneys, and law students to fill a major gap in access to legal aid for refugees, asylum seekers, and other displaced people.

IRAP is leveraging its volunteers and resources to fight back and ensure that, as a society, we espouse the humanitarian tradition of welcoming those who need refuge. Since its founding in 2008, IRAP has used legal aid, litigation, and advocacy to protect and advance the rights of refugees, both domestically and internationally; IRAP is also committed to developing the next generation of human rights attorneys through its work with law students. The global turn against refugee resettlement coupled with IRAP’s highly effective model has led to a period of rapid expansion to meet new levels of demand. IRAP’s annual budget is $22 million, and its staff has grown to 125 people.

Job Title: Chief Human Resources Officer

Company Location: IRAP operates offices in the U.S. (New York, Washington DC), Jordan (Amman), Lebanon (Beirut), and Germany (Berlin). The role can be on-site or hybrid and travel (10%) to all on-site IRAP offices is required.

Reports To: Chief Operations Officer

Current Team Composition: Three HR Managers, located in Europe, the U.S., and the Middle East, and one HR Coordinator.

Peers To This Role: Chief Technology Officer, Chief Financial Officer, Director of Organizational Culture, and Legal Services Director

Position Summary:

The ideal candidate will be a leader who will bring several years of experience in multinational human resources-related functions, including talent management, recruitment, compensation and benefits, and organizational development improvement practices for staff around the world. An understanding of the opportunities and challenges inherent to an ambitious and growing organization is critical. Additionally, she/he/they will bring a human-centered approach to HR and a labor union- friendly perspective to engage and motivate IRAP’s very committed and passionate staff. The candidate will be dedicated to building and maintaining an anti-oppressive organizational culture in a dynamic environment. She/He/They will have the ability to coach, mentor and advise a direct report, peers, and senior leaders on best-in-class talent management and organizational development practices.

Role Responsibilities:

  • Use a human-centric approach to all HR initiatives and policies:
    • Be a leading, collaborative, and transparent partner with all departments across the organization.
  • Collaborative with all employees (including union representatives as applicable) to oversee the development and implementation of employee relations programs, surveys, and recruitment/engagement/ retention efforts.
  • Committed to advancing the DEIA (Diversity, Equity, Inclusion, and Accessibility) initiatives and visions at IRAP.
  • Create a progressive strategic HR vision, a 3-5-year long-term plan.
  • Support HR operations on an international scale within IRAP.
  • Be the Human Resources leader at IRAP – responsible for collaborative decision-making and being the backstop ensuring that all of the organization’s HR needs are met.
  • Developing a deep understanding of HR in each of the operating countries.
  • Interacting and collaborating with all leadership team members.

Qualifications:

  • Minimum of 5 years’ experience in the HR field. Minimum of 5 years’ experience in a leadership role.
  • Experience managing all functional areas of HR. Experience supporting teams that span offices in multiple countries is required. Experience managing Human Resources needs in Europe, Jordan, Lebanon, and/or the U.S. preferred.
  • Experience as the primary HR contact with a labor union is mandatory, experience with labor negotiations is preferred.
  • Strong interpersonal and communications skills and the ability to understand and handle sensitive and confidential information.
  • SHRM-SCP, SHRM-CP, or GPHR certification preferred.
  • Prior experience with a global or human rights/social justice NGO is strongly preferred.
  • Experience in labor negotiations in a non-management role is a plus.

The salary for this role is listed as follows:

  • U.S. based offices: $180,000 – $200,000
  • Amman: $150,743.31 – $167,492.57
  • Beirut: $198,017.84 – $220,019.82
  • Berlin: €151,001.98 – €167,779.98
