Since its announcement in spring 2023, the U.S.-led Safe Mobility Initiative (SMI) has resulted in a major investment in U.S. refugee resettlement in Latin America and the Caribbean – with corresponding high numbers of refugee arrivals from the region. While the Biden administration has not made any public statements about changes to the SMI in anticipation of the incoming administration, some changes have already occurred. This backgrounder provides an update on the Safe Mobility Initiative at the end of the Biden administration with analysis of what to expect in advance of and at the start of the Trump administration.
