In this report, IRAP exposes the U.S. government’s secretive practice of interdicting refugee families at sea and detaining them indefinitely in inhumane conditions at the Migrant Operations Center in Guantánamo Bay, Cuba. Based on firsthand accounts from IRAP clients, previously detained refugees, and former staff, the report details prison-like conditions where refugees are trapped without access to the outside world in a punitive system operated by the Departments of Homeland Security and State, the International Organization for Migration, and other private contractors, with little to no transparency or accountability.
